Richard D. Bell was born in Napoleon, Ohio, on December 6, 1930. He graduated from Napoleon High School in 1949 and attended Milo Bennett Linotype School in English, Indiana. He was employed by the Henry County Signal, Napoleon, Ohio, as a linotype operator. He served in the U.S. Navy from 1951 to 1956. Richard married Lucille Schweinhagen on September 9, 1956, in St. John Lutheran Church, Freedom Township. They have three children: Steven, born November 24, 1957; Roger, born November 13, 1958; and Patricia, born July 3, 1963. They reside at 1310 LaGrange, Napoleon, Ohio, and are members of St. Paul Lutheran Church, Glenwood Avenue, Napoleon. Richard is employed by the Glanz Lithograph Co., Wauseon, Ohio, and Lucille is secretary in the church office.

The parents of Richard Bell were Harry A. Bell, born February 5, 1901, in McClure, Ohio, and Marguerite A. Gill, born July 27, 1903. They also had a daughter Barbara, born May 28, 1926. Harry was a baker, employed at Chubb's Bakery which later became Dick's Pastries. Harry died in Napoleon, Ohio, on March 1, 1968. Marguerite was employed as a clerk in the bakery and later employed at the Henry County Court House. Marguerite died in Napoleon, Ohio, on November 2, 1973. They are buried in Beaver Creek Cemetery, Grand Rapids, Ohio.
