Joyce Ann Heiberg Melick was born February 17, 1942, the daughter of Eldor and Ruth Heiberg. She was baptized and later confirmed into the Christian Faith at St. Paul's Lutheran Church, Napoleon Township. Joyce graduated from Napoleon High School in 1960 and from Northwest Ohio Practical Nurses Training in Toledo in 1961. Until her marriage she worked as a licensed practical nurse at Heller Memorial Hospital.
On December 28, 1962, Joyce became Mrs. Franklin B. Melick and moved with her serviceman husband to Peteluma, California, for a year. Upon their return to Ohio the Melicks settled in Tiffin, Frank's home, where he attended Heidelberg College. Joyce continued her career as an LPN at Tiffin Mercy Hospital.

From 1966-1968 Frank served as the Mayor of the City of Tiffin and during this period was a member of the 1st Ohio Trade Mission to the Far East and the 1st Ohio Trade Mission to South America. The Melicks were prime movers in the organizing of the 1967 Tiffin Sesqui-Centennial.
From 1968-1970 Frank taught social studies at the Clyde Junior High School. In 1970 the Melicks moved to Clyde, Ohio, where Frank became the City Manager.
The Melicks have two daughters: Jennifer Lynn, born June 25, 1968, and Angela Kay, born February 16, 1973.
