J. M. Haag was born in Mifflinsburg, Union County, Pennsylvania in 1836. He went to Millersburg, Holmes County, Ohio, in 1853 and learned the printer's trade.
In 1859 he entered the bar and in 1862, came to Napoleon, Ohio, and formed a partnership with S. R. McBane until 1863 when McBane died. He became a member of Sheffield, Haly and Haag Law Firm in 1863 and in 1864 purchased the Northwest newspaper and became editor and publisher.
J. M. Haag was elected probate judge for the county in October, 1864.
In 1865, he married Martha Meek and they had five children.
He was re-elected in 1866 and served five years. Then he sold the paper, and resumed law work with J. L. Robertson until Robertson's death.
In 1871 he was elected to serve in the state legislature and was re-elected in 1873.
In 1880 he formed a partnership with James P. Ragan for the practice of law.
